Currently, Restek is seeking an Export Compliance Manager. The Export Compliance Manager will be responsible to lead continuous improvement and development of the current Restek compliance structure into a world-class program that protects Restek while helping generate greater international sales.
Job Responsibilities:
Ability to teach others in the organization and gain consensus around the requirements and rationale behind export compliance
Maintain and continuously improve the export compliance program and manual.
Provide training on US export requirements for all Restek staff and subsidiary offices in accordance with stated procedure and schedule outlined in export compliance manual. Train appropriate employees on implemented export compliance procedures.
Properly classify all products through the submittal of commodity jurisdiction requests, commodity classification requests and self-classification. Determine ECCN or Munitions List category for all products and maintain product classification matrix.
Evaluate and determine future course of action around country of origin and Schedule B coding requirements.
Keep abreast of free trade agreements and how they may impact export compliance programs and procedures.
Monitor pending or future changes to regulatory environment to properly assess and understand impact to export compliance program.
Ensure recordkeeping system is in place and maintain export records in accordance with US export regulations. Work closely with the Shipping Export Traffic Coordinator to provide guidance regarding completion of export documents in accordance with U.S. export regulations. Has the authority to hold any shipment(s) of items, software, technology or services for export control purposes.
Prepare, submit and administer export licenses and agreements through correspondence with the appropriate U.S. government agency.
Perform export compliance program audits and develop and implement corrective action plans. Identify and determine possible export violations and manage the disclosure process.
Provide guidance and assistance to all personnel on U.S. export regulations. Research, interpret and advise on questions involving the Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), Customs & Border Protection (CBP), Office of Foreign Assets Control (OFAC), Foreign Trade Regulations (FTR), Foreign Corrupt Practices Act (FCPA), Anti-Boycott, U.S. Government valuation requirements and other U.S. export regulations as required.
Serve as designated point of contact for all U.S. government agencies, freight forwarders and customers with export compliance questions. Communicate to the appointed foreign compliance designee the requirement to comply with import and export regulations of the country of residence of the applicable foreign subsidiary office.
Work closely with outside legal counsel and consultants to manage compliance issues.
Supervise and provide leadership to Export Compliance Specialist(s). Assign and direct daily work activities and work with the customer service manager to determine work procedure improvements. Identify and provide training resources and development opportunities and ensure that staff is trained on and complies with the requirements of the ISO-9000 program.
Budget for export compliance expenses and be responsible for tracking actual costs.
Communicate the vision of Restek’s corporate philosophy to all direct reports and use every opportunity available to convey a vision of cooperation, innovation, and excellence. Facilitate interactions between staff and other departments and subsidiaries.
Participate in continuous learning and formal training programs to keep up to date on U.S. export regulations.
Minimum Qualifications:
Certified US Export Compliance Officer
5 -10 years of experience developing and/or leading an export compliance function
Bachelor’s degree in International Business or equivalent
US Citizenship required
Bilingual ability a plus
Knowledge of the EAR, ITAR, CBP, OFAC, FTR, FCPA, Anti-Boycott and FCPA regulations
Sound judgment and solid decision making skills, includingdiscretion andjudgment in the application of U.S. export regulations and appropriate risk management |
