Position Description: Senior Buyer/Subcontract Administrator position available within a solid, growing defense environment to support the procurement of materials, equipment, and services under Government (DoD) prime contracts. Candidate must be capable of handling day-to-day purchases in a fast paced, quick turnaround environment and the ability to effectively interface across all levels of the organization, including Contracts, Procurement, Engineering, Quality Control, Program Management, and Production. Must be capable of understanding and communicating the technical and administrative requirements to suppliers of materials and professional/technical services.

Responsibilities:Place purchase orders with vendors, processing up to 10 orders daily. Must be able to work in a quick turnaround environment. Solicit bids, analyzes quotes, conducts cost/price analyses, negotiates price, and selects suppliers in relation to specifications, quantity, quality, delivery commitment, price, past performance, and knowledge of the supplier, government regulations, and established corporate purchasing policies and procedures. Documents and maintains subcontract and purchase order files and folders; provides cost/price analyses and written justifications and documentation as required by corporate procurement policies. Be able to follow up and expedite orders placed. Support the administration of subcontracts cradle-to-grave (proposal development, contract award, and administration during subcontract performance through close out). Work with the Program Office and Program Managers to develop RFQ and associated documents, including statement-of-work (SOW), bid packages, and prime contract flowdowns. Develop, review, and negotiate other contractual agreements such as teaming and non-disclosure agreements. Support the administration of small business subcontract plans. Ensure compliance with company and government procurement policies. Work well with and add value to the rest of the team with ongoing CPSR Projects.

Requirements:Prefer strong experience in ERP/MRP enterprise systems and implementation. Strong data and keystroke entry skills. Strong purchasing experience in a prime defense contracting environment and thorough knowledge of U.S. Government acquisition regulations (FAR, DFAR, ITAR, etc.), understanding the flow-down requirements from the prime contract flowing down to the supplier. Understanding of contractual requirements for both fixed and cost-type subcontracts. Strong negotiating skills in regards to pricing and delivery. Be competent in understanding the technical requirements of the purchase order/subcontract, and communicating those requirements to the supplier. Some level of technical knowledge of printed circuit boards, circuit card and cable assemblies, and related electronic components preferred. Must be a quick learner and be adaptable to new technologies and corporate/government requirements. Must be willing to occasionally travel within the U.S. Excellent oral and written communication skills. Manage own work load and work overtime as required.

Education/Experience: 5+ years progressively more responsible experience in purchasing, materials, contracts, and supply chain experience within the electronics industry and DoD environment preferred. Bachelorís degree in Business Administration, Engineering, or related field, or equivalent applicable experience. Excellent computer skills, including the use of ERP/MRP enterprise level systems and electronic purchasing modules, and proficient with MS Office (Excel, Word, Outlook). Experience with government accounting and acquisition systems/practices (FAR, DFAR, CPSR, etc.) Applicant must be able to obtain and maintain a DOD security clearance.
