Trade Compliance Manager

Job Summary:

Directs the issuance of Export and Import policies, procedures, methods, operating practices, and functional performance standards to facilitate effective implementation within program objectives and requirements for DynCorp International, to include the requirements contained in the Arms Export Control Act, Export Administration Act, International Emergency Economic Powers, U.S. Customs Regulations and certain Foreign Customs Regulations.

Principle Accountabilities:

? Manages the overall Compliance Program and serves as advisor to senior management on all export and import issues.
? Provides guidance in the development of policies and metrics, and coordinates requirements with Corporate and Program Senior Leadership in Business Development, Proposal Development, Operations, and Contract Administration.
? Primary program focal point for all matters of an Export or Import nature worldwide.
? Ensures compliance with all corporate policies and procedures. Directs corrective actions as necessary to follow compliance.
? Maintains an export and import control database and tracking system for management of licenses, agreements, provisos, correspondence, and training.
? Responsible for processing Department of State (DOS) or Department of Commerce Bureau of Industry and Security (BIS) Export or Import License applications.
? Responsible for processing technical assistance agreements and subsequent amendments.
? Monitors adherence to provisos.
? Focal point with program level export and import control personnel to include site compliance personnel.
? Provides export and import control training to Program personnel as required.
? Provides guidance and direction on the use of exemptions.
? Conducts inspections and audits, assembles, coordinates, submits and defends Voluntary Disclosure Packages.
? Conducts Field and Office Audits for compliance, custody and control, transfer of technical data, and tracking foreign persons.
? Interacts with various programs via phone and emails.
? Perform other duties as assigned.

Knowledge and Skills:

? Advanced knowledge of global trade laws and regulations.
? Knowledge of the business application of import/export regulations and the ability to identify and solve significant customs issues.
? Knowledge of Import/Export Logistics.
? Ability to lobby various U.S. Government agencies to influence favorable commodity jurisdiction, licenses, agreements, and commodity classifications.
? Excellent communication and interpersonal skills.
? Strong analytical and problem-solving skills.
? Possess or the ability to obtain and maintain a Department of Defense (DOD) favorable National Agency Check with Inquiries (NACI) or a Secret security clearance as a condition of continued employment (Secret level security clearance is required for SOCOM and selected positions).

Experience and Education:

? Bachelor?s degree in Business Administration/Management or equivalent experience in International Export Control.
? 8 to 10 years progressively responsible experience with U.S. Government or commercial manufacturer or service provider.
? Experienced with all U.S. and International Export/Import Regulations, background in federal contracts, international commercial and Government business development.
? Formal ITAR and EAR training mandatory.
? U.S. Certified Export Control Officer preferred.
? Licensed Customs Broker desired.

Physical Requirements/Working Environment:

? Works in a normal office environment with controlled temperature and lighting conditions.
? Requires the ability to multi-task to ensure that all demands are met in a timely and consistent manner.

Travel:

Required to travel domestically and internationally in support of the program. May work from austere locations and environments as necessary.
